Once you've downloaded the file, double-click on it to extract and run the installation files stored within it.
Follow the on-screen installation procedure. It is possible you will be asked to restart your machine. Once you have done so, click on the "setup.exe" file in the directory you downloaded the file into. This will complete installation.
Finally, find the ICS directory in your Windows Start menu and you're ready to begin using the software!
